This crisis began when a staff member made a disturbing discovery on Monday morning, revealing that the hatch to the town's distribution reservoir had been tampered with.

"It's been a little bit nuts," Taylor said. "We're running low on jugs, so we're asking people to bring their empty ones to fill."
